At the meeting, the Mayor’s Coordinator, who is also the City’s Project Manager and Chief Coordinator of the Reform, emphasized the importance of strong institutions in land registration and management. He stated that for the reform to succeed, it is necessary for the institution to be strong and capable of achieving its goals, including overcoming the challenges of technological, administrative, and leadership reforms.
During the meeting, various issues raised previously during staff forums were discussed, including concerns about inadequate management and oversight, such as the failure to collect due fees, lack of sufficient action to address fraudulent practices, and insufficient administrative capacity. Further challenges mentioned were the poor organization of regulations and guidelines, which have led to poor service delivery and limited accountability.
The discussion led to the conclusion that a better structure is needed, and there is a need to enhance the institution’s visibility, improve coordination with other government agencies, and implement new policies that will improve the quality of service. It was also suggested that there be a continuous dialogue with employees through regular forums to address concerns and ensure accountability.
Additionally, it was emphasized that reform should be carried out cautiously and thoughtfully, ensuring that technology and the required professional collaboration are integrated effectively. The process of reform should not only focus on short-term improvements but should align with broader goals of public service quality and transparency.
Further, it was pointed out that the success of the reform hinges on collective responsibility and a strong commitment from all employees. Reform should be approached with a clear vision, ensuring that it addresses the systemic challenges within the institution.
Finally, the Mayor’s Representative, Mr. Tilahun Roba, emphasized that the reform should be focused on empowering employees and ensuring that the institution provides effective services, noting that the technical and administrative framework needs continuous development and alignment with international standards.
